“The results of the OSINT research align with the GNCHR’s findings from monitoring and reporting activities and with the RVRN’s and its members recording incidents of racist violence in Greece in recent years. The results show the racist motivation for hate speech and hate crimes against migrants and refugees. As identified by the research using social media, websites and blogs, incidents of verbal or even physical violence infused with racist motives against third-country nationals take place regularly. Recent incidents do not reflect actions of coordinated violence against refugees and migrants from far-right groups. At the same time, the trend that is observed depicts intense racist rhetoric as well as institutional targeting against refugees and migrants.”

Eva Tzavala

Eva Tzavala works as a Legal Adviser at the Greek National Commission for Human Rights. Since 2021, she also serves as Chair of the Asylum and Migration Working Group of the European Network of National Human Rights Institutions (ENNHRI). She is a doctoral candidate at the Law Faculty of Athens (with scholarships from National Scholarship Foundation and Max Planck Institute of Luxembourg) and holds an LLB from the University of Athens and an LLM from the University of Paris 1 Pantheon-Sorbonne. She is a keen researcher on public international law and human rights matters and has extensive teaching experience in international humanitarian and criminal law, human rights and refugee law. In the past, she was appointed, for several years, as a member of the Independent Appeal Committees of the Greek Ministry for Migration and Asylum and has previously worked for the United Nations High Commissioner for Refugees in Greece, the United Nations Office of Legal Affairs in the USA and the Marangopoulos Foundation for Human Rights.

Katerina Charokopou

Katerina Charokopou is a PhD Legal Officer in the Greek National Commission for Human Rights, specialized in public international law and human rights. Before joining the GNCHR she has served as Rapporteur in the Ministry for Migration Policy. She has over 20 years’ experience in representing Greece in and collaborating with international, regional Organisations (Council of Europe, UN, OSCE, OECD, ILO etc) and the EU via drafting of annual reports, completing surveys and country questionnaires and participating in Legal Working Groups, Working Parties and seminars. She is since June 2022, co-chair in the European Network of National Human Rights Institutions (ENNHRI) Economic, Social and Cultural Working Group. Her main professional interest is the protection of the human rights of vulnerable groups including women, children, migrants, disabled persons, Roma, LGBTIQ+ people with focus on the fight against racism, hate crime hate speech.

Anastasia Chalkia

Dr Anastasia Chalkia is a Human Rights Advisor at the Greek Commission for Human Rights. She is a sociologist with a PhD and a MA in criminology. She has many years of experience in the field of international protection and has participated in working groups of the European Union Agency for Asylum (EUAA). She is a registered teaching staff member at the National Centre of Public Administration and Local Government and teaches as a tutor at the National Kapodistrian University of Athens, the University of West Attica and the Hellenic Open University. She also holds the position of National Substitute at the European National Prevention Network (EUCPN). She has presented her work at national and international congresses and has published widely in edited volumes and academic journals on topics such as criminal justice, criminal policy, crimmigration, racist violence, gender-based violence and asylum issues.
